The Rights and Liabilities of the Hotel Guest as One of MoT’s Strategic Pillars in the Light of Egypt’s Vision 2030

Abstract

Hotel industry faces many problems due to intertwined relations between hotels and customers, in addition to absence of a legal framework regulating this relationship. Also, lack of legal awareness among many customers, which represents weakest side in front of the professional hotelier, which affects relationship between them. Study aimed to analyze rights and liabilities of guest within framework of Egyptian law for hotel establishments, and to determine the extent to which guest is familiar with his rights and liabilities. As one of strategic pillars of Ministry of Tourism in light of Egypt's Vision 2030. Study followed comparative analytical descriptive approach to study hotel establishment’s law and similar regional and international laws that represent right and liabilities of hotel gust. In addition to a field study on a sample of Egyptian hotel establishments and their clients, in addition to Egyptian government agencies specialized in supervising and controlling them. Study relied on a questionnaire for government agencies, and another for guest, in addition to focus groups to discuss hotel experts, representatives of hotel establishments.
Results showed lack of comprehensiveness of current Egyptian hotel establishment’s law for many of hotel guest’s rights and liabilities, which violated the commitment of both. As well as lack of legal awareness of hotel guest of his rights and liabilities, which affected the relationship between them. Study concluded with a set of recommendations to each of government agencies, hotel establishments and their guests, international associations and organizations, faculties of tourism and hotels.
